In Austin Texas is it a law that you have to stay at the scene of a car accident you have witnessed?

I have had two seperate people tell me recently that they got huge fines and community service hours for leaving the scene of an accident they witnessed. One of these accidents there were two cops where the accident happened so they girl thought there was no reason for her to stay. One cop stayed at the accident and the other pulled her over. Is this a law?

I have a out of State warrant in Texas for a car accident and for driving with an out of State License.?

Now I live in California (I always lived in California but move to Florida and got a driver License there and then move to Texas) and now I lost my Florida license, can I get a California driver license even if I have a warrant in Texas with the Florida License?
